Dogs getting dumber

Without the law of tooth and claw in full force, lapdogs are getting less intelligent, but why are dogs getting dumber? The situation is that in nature cunning canines will outlive their slow witted brothers. However, with humans caring for dogs, those who would normally not survive are given the chance to do so.
